Observation

5) during reivew of attendance records, CSR and staff interviews for the first 2 weeks of February and onsite visits the following was found: a) there were more than 4 infants with one staff on 3 different occasions during the morning opening prior to the second teacher arriving during review records. It is reported that this still continues to occur through the month of March. It was also reported that infants who are 11 months old are being moved to the toddler room when there are more than 4 infants or 8 infants under the guise of they are vsiting. Visiting only happens whent there are too many infants for the room ratio. There are 10 infants on the roster. b) there were more than 14 toddlers with 2 adults on 4 occasions during the morning opening prior to the third teacher arriving and rooms breaking up. It is reported that this continues to occur several times a week. c) during onsite visite March 25th it was observed that there were 30 children with 3 adults in one classroom. Group size maximum for preschool is 20 children. 6) During opening prior to infant teacher arriving the infant was with the preschool teacher. It was reported that there could be up to 6 preschool children with the infant all sitting in the office.
